He holds a Bachelor of Arts (BA) degree and a Master's in Business Administration (MBA) specializing in Strategic Management. Previously, Mr. Obino served as the Director of Administration for four years, commencing in 2015, and also held the position of acting Chief Executive Officer of the Export Processing Zones Authority.

His career demonstrates diverse expertise in public administration and strategic management, crucial in contributing to projects and programmes aimed at strengthening collaboration among Government Departments and Civil Society Organizations.

Mr. Obino's commitment to professional growth is evident through training in Strategic Leadership, Senior Management, Disaster Management, Advanced Public Administration, and a Para-Military Course at the Administration Police Training College, among other significant workshops.
